<p class="MsoNormal"><span lang="EN-GB" style="font-size: 11.0pt;">A recent book by
Peter Oborne titled <i>The Assault on Truth</i> (2021) describes the cognitive
failures of Boris Johnson and Donald Trump, who believe that lying gets them
ahead: “Johnson was 23 when he was first sacked for lying”. This book features
a listing of events, talks, political turmoil and societal effects caused by
information deficit, which demonstrates that Fritjof Capra’s observation of a
crisis of perception is correct. This insight is therefore of crucial
importance as it offers an unusual view on the certainty by information and the
uncertainty by disinformation which can be achieved by man if he or she is open
to learn.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-GB" style="font-size: 11.0pt;">The Performance
Probability Pattern of disinformation (lying, deceit) is negative because the
performance of any system that seeks less information rather than ‘optimal’
can’t function fully. Entropy (disorder) can also be observed as the
information we don’t like to have. This is called negative interdependence,
which means that a goal can only be achieved if others can’t. In other words: I
can become rich because you can’t (you pay for it). Goals that are planned that
would depend on enforcement, either by suppression of information or false
information, can’t be achieved due to an energy-information-matter weakness
(deficit) rendering the work needed to achieve that goal insufficient. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-GB" style="font-size: 11.0pt;">Manipulation in
any form of information to achieve an ulteriorly motivated goal ends in chaos
i.e., the inability of social governance, hence the status of our planetary
society. This is unnecessary and can be re-designed by changing the general
perception that lying is creative and constructive, because it is the exact
opposite. Lying is allowed only when personal survival in life-threatening
situations is at hand. Because the human mind is either unwilling or unable to
see and understand this, society is in a state of unconsciously enforced
‘public entropy’ which can be understood as an accelerating, deteriorating
disorder. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-GB" style="font-size: 11.0pt;">Sounds familiar?
The trouble is that I can write these lines, but few are willing to change
their minds, because their perception, or observation is driven by the need to
jump on the bandwagon before someone else does. I just returned from the FETSA
conference at StocExpo in Rotterdam and observed several speakers who jumped on
the bandwagon of hydrogen, net zero and ammonia, because an investment trend is
developing in that direction. But my question is: do we know enough about these
risky elements and products? Have we truly studied their potential impact on
life, the environment and social cohesion for the long term? <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-GB" style="font-size: 11.0pt;">But the most
important question to ask is: will the race towards net zero allow and use
optimal information or is there a real risk of becoming a path-dependent rat
race which has to enforced by those with vested interests? Is it the goal first
to make money or to serve society with an abundant and clean form of
sustainable energy? If these questions can’t be answered honestly, we have to
be aware that entropy laws of physics can’t be broken nor escaped. An
information deficit paradox will be the result: the act of lying to achieve a
goal already consumes the energy which would have been needed to achieve it.<o:p></o:p></span></p>

hard for the tank storage sector to minimise its impact on the environment in a
significant and wholesale way. There are different levels of regulation,
infrastructure, and desire to tackle the environmental impact of tank terminals
country to country. But even on an individual level, sustainability
represents a huge challenge to terminal operators.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: 18.0pt; margin-bottom: 21.0pt; vertical-align: baseline;"><span lang="EN-GB" style="color: black; font-family: "Times New Roman",serif; font-size: 12.0pt; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: NL;">This is partly
because most individuals understand sustainability in a very shallow way. We
want more green technology, we want to reach the slightly abstract goal of Net
Zero, but predicting all the knock on effects and consequences down the line is
beyond most of us. <o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: 18.0pt; margin-bottom: 21.0pt; vertical-align: baseline;"><span lang="EN-GB" style="color: black; font-family: "Times New Roman",serif; font-size: 12.0pt; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: NL;">The fact of the
matter is sustainability is an extremely complex goal with lots of moving
parts. Small tweaks to complex systems can have a colossal and almost
unpredictable impact, that impact can be positive, but it is just as likely to
be negative if done without an eye on the bigger picture.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: 18.0pt; margin-bottom: 21.0pt; vertical-align: baseline;"><span lang="EN-GB" style="color: black; font-family: "Times New Roman",serif; font-size: 12.0pt; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: NL;">Tank terminal
operators need to therefore conceptualise sustainability in terms of
information theory. Information theory is the study of the quantification,
communication and storage of information. It has been instrumental in NASA’s
Voyager mission, the creation of the internet, and the viability of mobile
phones. Similarly, information theory can have a profound impact on tank
terminal sustainability.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: 18.0pt; margin-bottom: 21.0pt; vertical-align: baseline;"><span lang="EN-GB" style="color: black; font-family: "Times New Roman",serif; font-size: 12.0pt; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: NL;">With an
information theory-led approach, tank terminal sustainability becomes far
easier to understand and measure, and therefore far easier to manage and
improve.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: 18.0pt; margin-bottom: 21.0pt; vertical-align: baseline;"><span lang="EN-GB" style="color: black; font-family: "Times New Roman",serif; font-size: 12.0pt; mso-ansi-language: EN-GB; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: NL;">At StocExpo 2023,
I’ll explain how information theory points towards a new approach to
technology, seeking non-harmful functionality over simply reducing the impact
of normal tank terminal processes.<o:p></o:p></span></p>

approach, it becomes much easier to say what is actually achievable in terms of
sustainability, and also produce a roadmap to achieve it. I simply apply the
two laws of thermodynamics to test functionality within the limitations of
reality (Realimiteit) a.k.a. the natural boundaries of and for functionality
which can only be ‘steered’ and ‘navigated’ with information. Our reality no
longer consists of only matter and energy, but also of information.<o:p></o:p></span></p>

In its most familiar sense, information today is news, intelligence, facts and ideas that are needed and passed on as knowledge. But a more active and constructive meaning as something that gives a certain shape or character to matter, or to mind; a force that shapes behaviour, trains, instructs, inspires and guides. Information gives form to the formless, DNA codes are information and form human thought patterns. In this way, information spans the disparate fields of space computing, classical physics, molecular biology and human communication, the evolution of language and the evolution of man. Nature can no longer be seen as matter and energy, but must be interpreted as matter, energy and information. (Campbell, Jeremy, 1982)<p></p><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin: 0px 0px 20px;">The universe is a physical system that contains bits of information. Every elementary particle carries bits of information. Electrons carrying information interact in a systematic way to perform a quantum logic operation. A computer and our mobile phones work like the universe because they are part of the universe and to work they must obey the same physical laws. Computers and the universe are information processors. Quantum computing is currently possible because of information, the universe already works this way. (Lloyd, Seth, 2016) </p><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin: 0px 0px 20px;">Quantum information processing analyses the universe in terms of information: the universe consists not only of photons, electrons, neutrinos and quarks, but also of quantum bits or qubits. Professor Lloyd says that the universe is a gigantic computer, which processes information in quantum bits (qubits). Cosmologist Paul Davies says: “Instead of seeing matter as the primary substance of the universe, we think that information is the primary substance of the universe.” (Davies, Paul, 2020)</p><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin: 0px 0px 20px;">The universe, a computer, the human body, the environment, a shipping or tank storage company; all living systems are information carriers, receptors and/or transmitters dependent on communication. The information they carry can be understood as meaning, observed and grasped by the human consciousness and processed by its brain. Without the human ability to interpret information and meaning, the usefulness (functionality) of bits of information could not have been observed.</p><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin: 0px 0px 20px;">The first entry point of information is the human observation by subconscious and conscious perception ability. Therefore it is of crucial importance how man interprets the information, because what it means to him or her will ‘in-form i.e. give form’ to one’s lived reality. A false perception by misunderstanding or deliberately invoked by lies or propaganda causes man to make choices that may be or become harmful to life, the environment and social cohesion.</p><p style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin: 0px 0px 20px;">For our bulk storage and transport industries, learning about this exciting theory has proven to be very useful. All you have to do is to measure the available quantity of quality in your organisation and start using all of it. This will mitigate risk and improve HSEQ and operational excellence. Horizon; als je de film bekijkt zie je dat diverse apparatuur niet
functioneerde. Die informatie werd genegeerd, de rest is geschiedenis.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="NL" style="mso-ansi-language: NL;">Landtanks op de
Cilacap raffinaderij, Indonesië stonden deze week in brand. Ik heb daar gewerkt
en begrijp dat een tekort aan informatie door slecht onderhoud de oorzaak kan
zijn geweest.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="NL" style="mso-ansi-language: NL;">De
informatietheorie en de cybernetica bewijzen dat informatie fysisch is. Bits van
informatie zijn de fundamentele bouwstenen van de werkelijkheid. Inzicht in

informatie feedback nodig in real time om gestuurd en maximaal gecontroleerd te
worden. Dit kan niet worden geregeld of geautomatiseerd vanwege de fysica van
onzekerheid en de realiteit van leven en werken in een niet-lineair universum,
maar kan wel worden "gestuurd" door informatiefeedback <o:p></o:p></span></p>

opslagterminal genereert een enorme variëteit en probeert die op zijn eigen

variëteit niet wordt afgestemd, zullen systemen uit de hand lopen (entropie).<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="NL" style="mso-ansi-language: NL;">- Het is
onmogelijk om elke variabele te beheersen, dus de meeste variëteit wordt
geabsorbeerd door relaties met andere systemen.<o:p></o:p></span></p>

<p class="MsoNormal">Deepwater Horizon; when you watch the movie you’ll notice
that various equipment was not functioning. That information was ignored, the
rest is history.<o:p></o:p></p>
<p class="MsoNormal">Shore tanks at the Cilacap Refinery, Indonesia were on fire
this week. I worked there and understand that information deficit due to poor
maintenance could have been the cause.<o:p></o:p></p>
<p class="MsoNormal">Information theory and cybernetics prove that information is
physical. Bits of information are the fundamental building blocks of reality.
Understanding what can be done by these amazing sciences is crucial for the
longevity, continuity safety and sustainability of tank storage and refining
operations.<o:p></o:p></p>
<p class="MsoNormal">Marine Storage Terminals and Refineries that fail to
effectively implement information process and internal control systems are
likely to face an information deficit at some stage resulting in degraded
performance. Understanding how information deficits result in entropy or
disorder is critical if you want to operate an effective and safe business.<o:p></o:p></p>

try to break the 3 laws of physics which can't be broken without increased risk
in the form of entropy (disorder). Terminal management and operations are
dynamic and need information feedback in real time to be steered and maximally
controlled. This can't be regulated or automated because of the physics of
uncertainty and the reality of living and working in non linear universe, but
can be ‘steered’ by information feedback <o:p></o:p></p>
<p class="MsoNormal">We designed an <span style="color: red;">early warning system </span>which
measures potential information deficit (shortage) to predict vulnerability.
What we offer to do is to access the quantity and quality of information
in<span style="mso-spacerun: yes;"> </span>organisations to verify the potential
level of exposure to risk by scientific method. <o:p></o:p></p>
<p class="MsoNormal">Research Results: We have tested this warning methodology
worldwide with great success. A survey of 100 Marine Storage Terminals
confirmed that a learning gap exists because 10 basic technical and operational

and trained how they can work with this systemic approach by information theory

the fuel tanker was about to enter a nearby filling station to discharge its
fuel, the NDMA said in a statement posted to Facebook on Saturday afternoon. </span></span><span style="color: #262626; font-family: times; font-size: 12pt;">Footage and
eyewitnesses intimated that while the collision took place, both drivers came
out of their vehicles and warned community residents to stay off the scene
while trying to address a leakage emanating from the collision," the
statement said. It added that while that was happening, </span><i style="color: #262626; font-family: times; font-size: 12pt;">"some community
members rushed to the scene and took advantage of the leakage to scoop fuel and
store it in nearby makeshift structures."</i></p>
<p class="MsoNormal"><span style="font-family: times;">Because I happened to train a group of Freetown Petroleum Storage
Terminal operators and loading masters last week, I wanted to express my condolences to those families who lost loved ones. I am writing this
short blog on an assumed and probable analysis of this accident, because we need to ask this
question: ‘seek knowledge of causes’. Because I have lived and worked in Africa several years, I can only conclude that 2nd cause is unawareness of the hazardous
properties of gasoline, but that the principal first cause is poverty. I can only
imagine that when gasoline is leaking out of a truck, right in front of your
home, you may think; ‘Wah, today we can fill our tanks for free; so let’s get
jerrycans!’<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family: times;">I can imagine a growing crowd thinking the very same, all rushing to
the trucks to get their share of the loot, not understanding, because no one
informed them, that the ignition temperature of gasoline vapour is about between
250 and 280 degrees Celsius and that the breaks temperature of trucks can reach
500 degrees Celsius. It can be assumed that the heat generated by the explosion
i.e. fireball exceeded 8000 degrees Celsius. Perhaps someone lit a cigarette,
or wore cheap static electric clothes, or messed with the wrenched steel, no
one knows. Fact is that information about hazardous compounds is not
shared with the general public, which I believe is the responsibility of all us
working in the oil and gas sector. So, my call on you; let’s create a online information and learning

Information, even perhaps of negligible value, still has to be used when
decisions are made. Not allowing parts of it, will alter outcome beyond control.
(Butterfly Effect). Ulteriorly motivated suppression of information, i.e. predictions
based on science, but also by those who are able to foresee things, directly
destabilises intended results and make them 'uncontrollable'. Cassandra
knew this as do many philosophers who ask 'ALL' questions and can reliably
synthesise what is going to happen next. We now observe a global elite,
politically and financially interdependent that tries to ignore information and
hunts down or even stifles or jails Cassandras who do perhaps contradict centrally
planned stealth goals. I foresee and you may quote me: 'This will end in disaster,
because we can predict catastrophe by epistemological knowledge using systems
science and cybernetics.' Same applies for Hazardous Cargo Industries. HSE and Risk
can only be prevented by using all information and by listening to Cassandras. Perhaps
Cassandra was an early cybernetician? I feel she certainly was a ‘systems thinker’.

largest fuel distribution networks in the US has brought into sharp focus the
cyber threats facing infrastructure of national importance. The taking of the
Colonial Pipeline brought the authorities’ worst fears to life. The ransomware
attack disabled the 5,500-mile network, causing fuel shortages in the
south-eastern states of the US and prompting the Biden administration to declare
a state of emergency. Although the Colonial Pipeline Company’s CEO, Joseph
Blount, controversially paid the $4.4m (£3.2m) ransom, the network was out of
action for a week.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-GB">Let’s talk about automation. We can observe
that more ‘crucial systems of strategic importance’ in our industry such as
marine storage terminals, refineries, chemical production and distribution
sectors are being maximally automated. This increases the risk of

Before the Corona outbreak I averaged about ten on-location trainings per year. My current travel has been reduced to once or twice a year. This means that thousands of euros were spent without knowing that this money could be made back from this deal. </span><br /><span style="background-color: white; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px;">This uncertainty is highly distressing business potential and performance, because there are no guarantees to be able to go there and neither to be able to go home after the job is done. Another example: my doctor checks my health regularly, but I can’t travel, because now my health must be proven by a flawed PCR test, so I can’t promise my client that I can be there when he needs me. </span><br /><span style="background-color: white; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px;">This uncertainty and dependence on politicians and those who benefit of their decisions is called collectivism, which is usually a predecessor for a totalitarian system. These environmental and human crises have not been mitigated prior to the Covid 19 outbreak, but were fundamentally caused by those who support the World Economic Forum. Did the WEF suddenly, because of the Covid situation, grow a consciousness to create a better world? reflection when I look back and wonder what happened to our industry, our
society, and our world last year. I wrote earlier that ‘business as usual’
won’t be likely nor possible any longer, but that a new, sustainable method is
needed if we’d like to preserve our yields and social cohesion.</span><span lang="EN-PH" style="color: #757575; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;"><o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: normal; margin-bottom: 15.0pt;"><span lang="EN-PH" style="color: #666666; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;">Venture capitalism is not that method. When Uber or Amazon grow more,
most of our shops and businesses in our town centres will be closed. Hotels
will suffer and professional taxi drivers will be left standing on the side of
the road while a freelance Uber driver picks up the fare for half the price. How
many people can we employ if hundreds of thousands of jobs can presently only
be done by the cheapest laborers coming from Southeast Asia, Central America,
and India? Shipowners profit from lower wages, but that profit can’t be
sustainable unless ever more costs are cut. Several luxury cruise liners won’t
survive the economic lockdowns taken by scared politicians who overlook
proportionality and bring actual harm to the majority of their citizens.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: normal; margin-bottom: 15.0pt;"><span lang="EN-PH" style="color: #666666; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;">But what about our oil, chemical transport, and the storage sector? How
can we survive lower demand, less travel, less consumption because the average
family will not be able to support any luxury for some time to come? A
re-design is needed.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: normal; margin-bottom: 15.0pt;"><span lang="EN-PH" style="color: #666666; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;">I know I may repeat myself once more. I foresee a need for
communication, for cooperation, for conversation between all players in our
industry and with those that are interdependent such as subcontractors, service
and supply companies. This can be done in 2021. HCB will invite you to an
online information sharing platform. With this collected information, we can
then create a feedback loop map by which to predict the future for the sector.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: normal; margin-bottom: 15.0pt;"><span lang="EN-PH" style="color: #666666; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;">Your input will be valuable as a risk management tool based on Ashby’s
Law of Requisite Variety. Thus, the needed variety to understand the risks and
mitigate them are awareness, knowledge, information, capabilities, capacities
and so-called attenuators and amplifiers. The complete, but flexible requisite
variety – i.e. information by which to minimise risk – can be used to predict
what will be happening on the short and long term. The technology and science
to do this are available.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: normal; margin-bottom: 15.0pt;"><span lang="EN-PH" style="color: #666666; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;">The time of mechanistic, empirical determinism is over. The world has
become too complex (wicked) to be solved by outdated methods that have caused
them. A new set of instruments are here. They are obtainable, but only for
those entrepreneurs, CEOs and managers that are not afraid of change. Asking
governments to bail them out, to subsidise green deals, or ask banks for a loan
will not be focusing on ‘capability building’ but makes the industry dependent
on politically ulterior motivation and unscrupulous banksters which increases
risks.<o:p></o:p></span></p>
<p class="MsoNormal" style="background: white; line-height: normal; margin-bottom: 15.0pt;"><span lang="EN-PH" style="color: #666666; font-family: "Arial",sans-serif; font-size: 11.5pt; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-PH;">TTT worked out how to implement these exciting new methods to achieve goals

<p class="MsoNormal">I hope that Dmitry Orlov won’t mind that I am borrowing the
title of his book, but I wanted to express similar ideas and suggestions that
he made in this amazing book. While 5G and other IT apps, drones and cameras
may seem to simplify and speed up our lives, they also raise genuine concerns
on dependency on the Grid, on electricity, power and on various rare earth
materials such as coltan, lithium and cassiterite. <o:p></o:p></p>
<p class="MsoNormal">What it means in my view is that we may be eroding skills
and interfering with the usual learning process of human beings. We could end
up with a society where people can only do what a manual tells them to do. When
decision-making is outsourced to automated systems, algorithms or blockchain
technology, human awareness, knowledge or skills may become obsolete, perhaps reduced
to his or her ability to switch on a system only, without being able to switch
it off again. <o:p></o:p></p>
<p class="MsoNormal">I am teaching an online course on Cyber Ethics for the
Globethics Institute in Geneva and with my fellow lecturer and our students we
often discuss the unnatural demand for more technology and ask ourselves
whether such Artificial Intelligence - AI - can be programmed ethically. A
valid question is this: would AI be able to do the ‘right thing’? We all doubt
that very much. Can such systems replace human perception or interpretation
without them having a conscience or a soul? <o:p></o:p></p>
<p class="MsoNormal">Orlov calls for a preparation without the Grid and that
people must never forget how to survive without technology. I am a proponent of
this realism. While we now can follow and see what is happening with our
offshore pumping station or can see our operators working in a control room in
the desert from The Hague or London, we can’t truly control them should
something go wrong. We have to rely on the people there, but what I observe AI is
causing is a loss of trust. Can we have 100 per cent trust in automated
systemic technology or shall we still train the people too? <o:p></o:p></p>
<p class="MsoNormal">I have noticed a drive towards maximum automation by marine
storage terminals. Every year at the Tank Storage Awards ceremony it is a tech
company that wins the prize. It seems that training and education focusing on
human soft skills and practical ability is being grossly overlooked and may
become insignificant. While millions are being invested in fully automated
terminal systems, the knowledge of operating a terminal manually is being lost.
This is not wise, because if AI ever loses power, it will stop functioning and
thus will need people to take over again. But where are those people? Terminal managers
are often skilled in automation, but perhaps have no clue how to line up a
pipeline system manually. They give their loading masters computer tablets to
fill in the blanks on digital safety checklists. <o:p></o:p></p>
<p class="MsoNormal">Perhaps it may work faster, but does it work better? Human
beings created AI, but AI could take over any minute now. <o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom: 0cm;"><i style="mso-bidi-font-style: normal;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">This

We have to understand organisations as complex, </span>adaptive organisations of communication and integrated and coherently functioning systems. Their long term existence depends on the connectivity and interaction of all activities and relationships. Enhanced sustainability is the way to be sustained for the long term. Regulators and governments demand more compliance to an ever growing number of rules and laws are deemed necessary to protect life and the environment, but can they be sustainable when they would have to be enforced? The criteria to sustain something can be listed as follows; an organisation needs to be viable. Its products or services must not be harmful to life, the environment and social cohesion. So, viability can be understood as sustainability too. usual? Fritjof Capra, the famous physicist said that only an dramatic event would
change people’s behaviour, which has actually happened. Careless people were suddenly
reminded that they too are mortals, but the issue is that fear of death
replaced intelligence by reactionary measures that spelled misery for the most
of us for the long term. Whilst many people died from complications accelerated
by the virus, billions more suddenly are facing immediate poverty because they are
forbidden to work any longer and imprisoned in draconian lockdowns resulting in
dehumanising effects. <o:p></o:p></span></div>

Netherlands has issued a warning that unemployment could double and that
economic restabilisation was not to be expected any time soon. So how can we go
back to business as usual if the business is no longer there? The old financial
paradigm is just not compatible with today’s economic and societal situation. <o:p></o:p></span></div>

Corona and our old ways of doing business. We have to develop a basic income
system for everyone, which is in my view the only way to avoid chaos, misery and

products, which will be a good starting point, hopefully copied by other

What research
shows is that our industry is often managed by linear thinking and actions only
which makes management styles reactive rather than proactive or preventive.
Linear causality means cause and effect thinking, but our industry is too
complex to manage by an outdated cause and effect approach only. Linear
management depends on written procedures, guidelines, rules or compliance
methods to control risk and manage organisations. Younger, highly educated types of managers are
recruited, but often lack the needed on the job experience, making
communication between the workers and him or her difficult. This often
leads to decisions made on incomplete information. (THE MAIN CAUSE OF INCIDENTS
and ACCIDENTS)<o:p></o:p></div>
<div class="MsoNormal" style="line-height: 105%; margin-bottom: 8.0pt;">
Non linear
management to control complex systems such as our industry uses <i>information </i>as
its energy to steer the organisation (system), rather than control or regulate
it. Linear management is risky; I’ll give you some examples: Some technical
equipment is not working properly. According to the procedure and planning, the
next maintenance date is…. Let’s say in a few weeks. Management is prone
to wait for that date because the equipment is not considered critical. Another
example: operators report on a risky situation; at one of the truck loading
bays there is no fall protection available, but trucks load anyway. The manager
knows about this, but his clients are sending trucks that need to load there
and he is unable to suspend loading due to commercial interests. A third
example taken from my own experience; a mistake is made by an operator, so
management sends him to be trained. But the cause was not the mistake of the
operator. The cause is: he had been sent into the field without proper
preparation, so the mistake was not direct causal (by him) but by the failure
or management that did not do what it was supposed to do and that is to be
careful. These 3 examples have one thing in common: information was there but
was not used whilst complexity was misunderstood and therefore overlooked.<o:p></o:p></div>
<div class="MsoNormal" style="line-height: 105%; margin-bottom: 8.0pt;">
What happens
here is crucial to understand: information that is there should be used to
correct in real time (immediately). Real time corrections are often postponed or not
executed at all. From a scientific view point this is what is happening: the
terminal or refinery is spinning out of control. Linear management is simply
not enough. Remember the BP Oil Spill in Louisiana? Same causality; information
about possible flaws and broken equipment was ignored. What if a manager does
not understand what the operations are doing? Again it is the lack of
information…<o:p></o:p></div>
<div class="MsoNormal" style="line-height: 105%; margin-bottom: 8.0pt;">
So we have
created a scientifically sound training program for managers and supervisors to
learn how to manage their operations using non linear thinking and understand
the uncertainty principle. We teach them information theory, systems thinking
and cybernetics and explain their scientific bases during the course. They will
learn to look at relationships, interdependence of all the workers and
stakeholders, their information and interconnectedness. The program also
addresses sustainability issues, psychological biases and focuses on how to
improve communication, cooperation and conversation. It certainly enhances
sustainable and responsible, safer management, because all relevant
information is used all the time.<o:p></o:p></div>

training people worldwide for the last 10 years. Our team worked as an operator, sailor,loading master, captain or manager many years and are always learning. The risk is that
managers believe that they already know, so they stopped learning. This
behaviour is very risky indeed. Epictetus told us 2000 years ago that 'a man
can’t learn what he thinks he already knows.'<br />

The beauty of conversation is the exchange of ideas. We may not always agree, but it is the best human method to listen and learn. But what happens when you think you have exchanged ideas and one party nods as if he has listened, but then turns around and does the opposite? I was recently asked to assess a company because human errors were costing money. The management asked me to find so called 'learning gaps.' I found them, but not just at the workers level, but mainly in management. The managers were holding on to a top-down, hierarchical management system which was outdated and was blocking the information feedback flow needed to control, manage and steer the company. So, I advised that management needed training and to learn a new way of systems thinking and cybernetics. Despite the proof I offered and the solutions I suggested, these were contemptuously rejected as if Bertrand Russell was still alive. He wrote the 'Value of Philosophy' and stated that philosophy is the only science that asks 'all' the questions. Refusing to listen would mean that no learning would be possible and consequently no adaptation nor control of the organisation. The information in the form of 'negative feedback' which does not mean 'bad' feedback, but means correcting information, was disregarded, because it would have meant that management and not the workers were responsible for the errors made. In psychology this phenomenon is called a bias, here are 3 important ones:<br />
<div class="MsoNormal">
<b>Willful</b><b style="mso-bidi-font-weight: normal;"> Ignorance</b>:
the state and practice of ignoring any sensory input that appears to <span style="color: black; mso-themecolor: text1;">contradict one’s inner model of reality.
The practice can entail completely disregarding established facts, evidence and
or reasonable opinions, if they fail to meet one’s expectations.</span></div>

<b style="mso-bidi-font-weight: normal;"><span style="color: black; mso-themecolor: text1;">Confirmation Bias</span></b><span style="color: black; mso-themecolor: text1;">: The tendency for people to only seek
out information that confirm </span>to their </div>
<div class="MsoNormal">
preexisting view points and
subsequently ignore information that goes against them.<o:p></o:p></div>
<div class="MsoNormal">
But the most important, perhaps better know bias is:</div>
<div class="MsoNormal">
<b>Cognitive
Dissonance:</b></div>
<div class="MsoNormal">
A distressing mental state that people feel when they find
themselves doing things that don’t fit with what they know or having opinions
that don’t fit with other opinions that they hold. A key assumption is that people
want their expectation to meet reality, creating a sense of equilibrium.
Likewise, another assumption is that a person will avoid situations or
information sources that give rise to feelings of uneasiness, or dissonance.</div>
<div class="MsoNormal">
Sometimes people hold a core belief that is very strong.
When they are presented with evidence that works against that belief, the new
evidence cannot be accepted. It would create a feeling that is extremely
uncomfortable called cognitive dissonance. And because it is so important to
protect the core belief, they will rationalize, ignore and even deny anything
that doesn’t fit with their core belief.</div>
<div class="MsoNormal">
The sane person constantly analyses the world of reality and
then changes what’s inside his or her head to fit the facts. That’s an awful
lot of trouble for most people. Besides, how many people want to constantly
change their opinions to fit the facts?<o:p></o:p></div>
<div class="MsoNormal">
It is a lot easier to change the facts to fit your opinions.
Other people make up their minds and they find the facts to verify their opinions.
Or even more commonly, they accept the opinion of the nearest expert and then
don’t have to bother about the facts at all.<o:p></o:p></div>

What does this say about managers who refuse to learn or even look at the facts which oppose their preconditioned (re biased) opinions? Well in my opinion (no pun intended), managers must be tested for biases before they are appointed, because such biases inevitably cause that decisions will only be made on incomplete information.... This risk could be of course detrimental to the company's bottom line and forms <i>the</i> reason for increased disorder which inevitably spins out of control because of the butterfly effect, rendering the organisation unmanageable, thus in trouble. Such behavior is also very dangerous because it jeopardizes employees, the environment, share- and stakeholders. So what to do? Not much I am afraid. To accept a bias is almost insurmountable for the many, hence our political governance systems which can't seem to solve anything. Self-reflections distinguishes humans beings from animals, so what is needed is to listen to other opinions, talk and converse, communicate and accept that all information is needed and valuable, just like Russell said. So, when at this moment I am writing this blog my own reflection tells me that I made a mistake by not inquiring first if the management I advised would be open to new information. Perhaps I will do that when I am asked for advice again. In retrospect it is truly amazing how often I have encountered biased behavior and am quite pleased that I am now starting to understand it myself. You see, one is never too old to learn.</div>

This will be the year for sustainability. The question is
how can we change an unsustainable industry like ours into a sustainable one? When
we look at the drastic plans of governments demanding us to be hydrocarbon free
within 10 years from now, we must work together to phase out the transport,
storage and use of hydrocarbon based products and replace them with non toxic,
non CO2 emitting substances. When we look closely we all know that our storage
and transport industry is unsustainable in its current form for the long term.
But how can storage terminals which depend on the storage and distribution of
oil, gas and chemicals survive when its business model will be rendered
obsolete within 10 years? There is a saying which I find very appropriate: ‘You
can’t have your cake and eat it too’. This means that we have to make a choice
and ask ourselves in which direction will our industry be heading? If we can’t
ship, store or pump environmentally harmful products any longer, we have to
start phasing them out and replace them non harmful ones. From history we can
learn that centrally planned goals such as no emissions or the United Sustainable
Development Goals (UNSDG’s) won’t be achieved, because they do not allow real
time correction, or adaptation. We have seen this for example with the
Millennium Goals 20 years ago.<o:p></o:p></div>
<div class="MsoNormal">
Fact is that a young generation is on the barricades. The
expectation is that they will buy, use and burn less toxic products, drive
electric or hydrogen or solar powered cars. They will not buy plastic products anymore
which end up in rivers, seas and oceans. The question you and me have to ask
ourselves is; what is our plan? I believe that a sustainability thinktank, for
example ‘sustainable storage’ needs to be formed, to research new ways and new
applications for our industry. A couple of years ago I suggested that our
terminals could be converted into drinking water storage facilities. The availability
of clean, fresh, potable water is a global problem. Let’s think about this for
a moment. Water can become the next commodity. Entire countries in Africa and
Asia now depend on bottled water. They don’t have a drinking water supply
network in cities and villages. Water is needed to grow crops, improve health
or sanitation. To ensure water is available for everyone, a price can be asked
to store, distribute and provide it, because the ability of the governments and
people to pay for that service increases. This is just one idea, but we have to
start thinking very hard. In physics we talk about a ‘wicked’ problem and that
is why TTT offers a sustainability training course for tank terminals and
refineries where one can learn how to solve such complex problems. So as I
always tell my students: ‘a wise man comes prepared’. See you at StocExpo in

I’d like to tell you something about behavioural safety. As a professional trainer in our industry I developed a two-day course called BBS, <em style="box-sizing: border-box; margin-bottom: 0px;">Behaviour Based Safety</em>, which in fact is a voyage into oneself. The course concentrates on self-reflection and psychology because students don’t often ask themselves why they behave in a certain, sometimes dangerous manner. Neither do they often realise that stress can lead to narrowmindedness.</div>
<div style="box-sizing: border-box; color: #666666; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
Ethics is a condition for safety, because it means ‘doing the right thing.’ But what happens when someone who believes he is doing the right thing is doing it wrong? People are not flawless, they make mistakes or perceive situations differently. A good start is to understand ourselves and specifically our own brain.</div>

Different parts of the brain have different responses to decision making. Understanding that people actually have three brains might help.</div>

1. If the decision has to do with what is perceived as danger, the first, Reptilian brain will respond fast and instinctively.</div>

2. If the decision has to do with relationships and emotions, the second, Mammalian brain will take more time to respond based on feelings and emotions.</div>

3. If the decision has to do with an analytical challenge, the third, Neocortex brain weighs options and demands careful deliberation.</div>

<strong style="box-sizing: border-box; color: #222222; margin-bottom: 0px;">Reptilian Brain</strong> – Instinct (survival, breathing/swallowing/heartbeat, startle response). The brain stem is the reptilian brain. It is a remnant of our prehistoric past. The reptilian brain acts on stimulus and response. It is useful for quick decisions without thinking. It focuses on survival and takes over when you are in danger and you don’t have time to think. In a world of survival of the fittest, the reptilian brain is concerned with getting food and keeping you from becoming food. The reptilian brain is fear-driven and takes over when you feel threatened or endangered. Fear is a survival mechanism. It triggers the Fight, Flight or Freeze response: faster breathing, increased heart rate, higher blood pressure and metabolism, muscle tension, dizziness, headache, alertness, improved hearing, seeing, getting stronger, faster by stress hormones (adrenaline) (these reactions are unconscious).</div>
<div style="box-sizing: border-box; color: #666666; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
<strong style="box-sizing: border-box; color: #222222; margin-bottom: 0px;">Limbic System</strong> – Emotion (feelings, relationship/nurturing, images and dreams, play). The modules that lie beneath the corpus callosum are known as the limbic system. This area is older than the cortex in evolutionary terms and is also known as the Mammalian brain because it is thought to have first emerged in mammals. This part of the brain, and even that below it, is unconscious, and yet has a profound effect on our experience because it is densely connected to the conscious cortex above it and constantly feeds information upwards. The limbic stem is the root of emotions and feelings. It affects moods and bodily functions.</div>

<strong style="box-sizing: border-box; color: #222222; margin-bottom: 0px;">Neocortex</strong> – Thought (including planning, language, logic & will, awareness). The neocortex is the most evolutionary advanced part of your brain. It governs your ability to speak, think, and solve problems. The neocortex affects your creativity and your ability to learn. The neocortex makes up about 80 per cent of the brain.</div>

During the last eight years I have trained many marine tank storage operators on how to control the ship/shore interface and achieve operational excellence. The first thing I do is ask a simple question: are you really in control? After that I ask them ten relevant questions. Too often I come to the conclusion that full control has not yet been achieved.</div>

To control any operational or management system, the first part is to become aware about the risks and vulnerabilities of the operational system. What I observe is what is called ‘compartmentalisation’. People tend to focus on a part (their task) of the organisation. Operators do the operators’ job, loading masters theirs or management ‘manages’. People usually look at ‘parts’ because they don’t understand the ‘whole’.</div>
<div style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
If I train them to understand how the whole system should work, amazing results are achieved. I show them that if feedback (information about their responsibilities) is shared and communicated, the operations can be controlled much better. It means that people in the terminal, refinery or transport company have an obligation to learn much more about the entire system. Focusing on their tasks alone and not understanding what the duties of others are, limits the ability to run and control the operations fully. It is all about an overall view.</div>

You may ask: who is responsible for learning? I’d say there is a shared obligation to learn as much as one can. Management can order that people need training, but people must demand they are trained as well. The best scenario is that anyone working there should be motivated to reflect on his or her own awareness, knowledge or skill: ‘I don’t seem to know enough, I will make sure I will learn more.’ To assist companies, we observe people during operations and test competencies. Only when all needed capabilities are confirmed can we certify that maximum control has been achieved.</div>

As a training company we notice that investments are made primarily in equipment, automation, tanks or technology, but that investments in learning is overlooked. This is an error of omission: things that should have been done have not been done. No matter how much management wants to reduce costs, people must not be ignored as a decisive factor when incidents or accidents occur.</div>

People steer the operations but can do much better if they are taught how to think in systems. When they develop an overall view of their operations and learn that every task, duty or job is interdependent and interconnected, overall excellence becomes possible. It means that everyone must understand the law of requisite variety: a terminal generates tremendous variety and tries to control them through HSEQ rules, checklists or regulations. But that is not enough.</div>

A terminal needs to develop internal requisite variety to be able to absorb (counter-balance) ‘outside’ variety (risk). This means having the people with the combined knowledge, experience, expertise and influence to do so, sharing all relevant information, and thinking in systems.</div>

What is in store for us this year? Can we predict what will happen? Yes we can, and no we can’t would be the right answer.</div>

As I wrote some columns ago, when we want to predict the future, we become Cassandras. She was able to foresee what would be happening merely by looking at all the facts, the circumstances, information, capabilities and intentions – but she was inevitably ignored.</div>

Our industry can also foresee that its operations and manufacturing systems can be maximally controlled by using ‘all’ information, i.e. by feedback.</div>

Training and education is what I do. I have always been very interested in companies and their employees who are somehow unwilling to read and therefore also unwilling to learn. They are making the same errors over and over, because facts are easily forgotten, overlooked or purposefully ignored because they hinder a pre-set goal.</div>
<div style="box-sizing: border-box; color: #666666; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
Training and constant learning are therefore requisites for any organisation or person. Norbert Wiener, the founder of the science of cybernetics, put it this way: “Feedback is a method of controlling a system (your organisation, but also yourself) by re-inserting into it the results of its past performance. We then have a process which we may call ‘learning’.”</div>
<div style="box-sizing: border-box; color: #666666; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
Those of you who have been reading my columns and blog will know that all I want to show and prove is that, by learning, one can become adaptive to all new situations. There is a saying, “a wise man comes prepared”. A wise man or woman, who is open to new things and new situations and who is willing to listen, will always have an advantage as he or she will know more and have more information by which to govern themselves or their organisation.</div>
<div style="box-sizing: border-box; color: #666666; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
When I train people I tell them that human beings, as living systems, are innate learners. But no one will ever know everything – that is impossible in a creative, self-learning, self-maintaining and ever-evolving universe. I tell them that their bodies and minds are always learning from their environment, through interactions and by conversation, because if they did not they would not be sitting in my class.</div>
<div style="box-sizing: border-box; color: #666666; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
I teach by learning from them, rather than telling them how things are done. I ask them: how would they do those things? I don’t teach them as students or pupils but as learners, and explain that we are all just trainees, learning how to live and how to stay alive. I compare the one who reads the manual for safe operations with the one who has not read it.</div>

So, I do tell them: please read the manuals, guidelines, instructions. Collect all information before you start working with complex equipment or perform risky operations.</div>

I have trained hundreds of loading masters to date, but what I have noticed is that few have read the manuals, because no one told them to do so – or maybe they just weren’t listening.</div>

Last week I drove back from Rotterdam to my home town in Switzerland. When I reached the Vosges Mountains in the vicinity of Strasbourg, a dense fog covered the valley as if an ocean of cotton protected the land underneath. The sun appeared in the east as it was dawning. I was thinking: the sun warms us, this blanket of clouds protects us and I could not help a sudden thought from entering my mind that we are probably alone in this universe.</div>
<div style="background-color: white; box-sizing: border-box; color: #666666; font-family: Rubik, "Helvetica Neue", Helvetica, Arial, sans-serif; font-size: 16px; line-height: 1.7; margin-bottom: 20px;">
Our lives, work and loves have to be lived on this earth, which provides us all we need to live well, but only if we stay in harmony with her. 92 elements in a multitude of combinations form all life, even yours and mine. Cosmologists confirm that these elements originate from stars in the universe and somehow ended up on our planet, which miraculously happened to be exactly in the right position. We are literally made up from star stuff, or stardust if you will.</div>

The sun that warms us, clothes us and provides us with the necessary means to survive, is at a safe distance from us at 149.6m km. If she were farther away we would freeze. If she came any closer, we’d be fried. Somehow these stardust atoms agreed on a right mixture of hydrogen and oxygen which formed the water to drink. This water, in combination with many of the 92 other elements, then formed our body, our brain and our blood.</div>

Oxygen was designed because it pleased these atoms to combine two oxygen particles. These two atoms then cooperated in an exact equilibrium with millions of trees to keep up production of O2 and clean our atmosphere, of course in collaboration with everything else in the environment and ourselves, as users and dependents.</div>

This took and is taking time. A continued process of construction and destruction of combined elements provides life.</div>

When I reached Strasbourg, I was wondering if policy makers such as EU Commissioners, their political friends and business relations would also contemplate how to sustain life on earth? I came to the conclusion that they either are not aware of the beauty and incredible creativity of living systems or refuse to see. Their agenda seems to be filled with the pursuit of political and business interest that in fact are harming and jeopardising the life-sustaining particles of our stars and sun.</div>

Life on earth is being sacrificed for the interests of a few. Scientific evidence of harmful industrial production is being ignored. Pollution of seas and soil are condoned. Stephen Hawking stated that humanity will not survive another 1,000 years.</div>

Perhaps I am a pessimist, but I’d like to think that I am a realist. We have to change our transportation, production, sales, marketing, manufacturing from their path dependency into a form which supports life. Perhaps we can all become stargazers so we don’t feel alone anymore.</div>
